Job description
Reports to: Head of Project Services
MAIN RESPONSIBILITIES
Lead and support the project planning efforts for the execution phase of a $1.0bn+ CapEx project in Ras Laffan City, Qatar. The objective of the project is to recover LNG boil-off gas being flared at the LNG loading terminal.
This position will ensure that all planning and reporting obligations of the Contractor’s organization are complied with and control all Company project planning activities. This position holds responsibility for all below listed activities.
To coordinate with and assist Project Management in the provision of a comprehensive, Integrated Planning, Status Monitoring and Reporting and Risk Evaluation function for the Project. To perform all planning analysis and consolidations of same at a summary level for internal and external reporting to Project Management, Partners, Shareholders, various external organizations to satisfy progress, risk and opportunity management data requirements for the duration of the Project.
To assist in development and maintenance of an integrated detailed Project Master Schedule (PMS), including relevant summaries and evaluate and analyze the integrity of Contractor’s project schedule database.
To monitor and assist the other Project Services Groups’ i.e. Contracts and Procurement, Cost Control, Finance and Accounting etc. to ensure that the management information provided fits the ‘Project Needs’ in a timely manner.
PRIMARY ACCOUNTABILITIES:
The incumbents main function will be to coordinate the collection of data and analysis from the various Project groups, analyze it for consistency, prepare regular summary reports and submit overall summary and detailed Planning reports for management information; specifically the incumbent will:
Coordinate where required a fully integrated overall Planning and reporting function to provide support to the various Project groups (Engineering, procurement and contracts, construction, Commissioning and start-up to ensure that project management’s requirements for timely and accurate reporting of project activities is achieved.
Review all plans and schedules produced by the EPCM and other contractors and coordinate the review from other relevant project team members.
Develop and maintain the Project, ‘Project Master Schedule.
Develop and prepare further detailed and integrated plans and procedures for Planning and reporting.
Prepare project wide monthly/weekly schedule and progress reports and graphical presentations of the summary Plans and forecasts for appropriate input to the Project Monthly Reports, general Project ‘Visibility’ and any ad hoc reports that may be called for from internal or external sources
Support periodic, project wide, risk analysis and probability profiles, along with monthly, project wide, trend analysis.
Conduct Periodic audits of Contractor and its subcontractors’/vendor’s progress status and procedural compliance.
Prepare and maintain detailed data bases and analyses of project resource utilization and ensure sufficient detail exists of such information in the event of contractor and sub-contractor claims for acceleration, productivity, delays, force majeure claims and the like. Be prepared to defend any potential claims with facts, analysis, appropriate logic and reports.
Complement the Project Management team by consistently focusing on established project goals, and maintaining the appropriate tools that keep the goals in focus to take into account all of the requirements of the Project groups, the EPC Contractor and sub contractors, the Program Group, outside organizations and ensure that as far as possible a measure of consistency is observed throughout each of the groups
Coordinate and administer the overall Project Planning Trend and Revision System, and conduct the Trend and Forecast review meeting under the chairmanship of the Project Manager at least on a monthly basis, but more frequently as required
Keep Project Management fully informed on matters related to their area of responsibility so that decisions can be made based on the best available information.
When required, supervise varying numbers of planning engineers at multiple site locations.
To ensure:
- Work effectively with the Project Team, Engineers, Construction personnel, Commissioning personnel and Operations to establish and maintain required working interfaces with technical groups during Project execution
- Ensure that Planning activities comply with the Project requirements (procedures, Authority Limitations etc.) by systematic audits of plans, processes and documentation.
- Ensure that the EPCM Contractor’s and sub-contractor’s activities related to planning are adequately defined in procedures and properly documented to facilitate their activities
- Ensure that all reporting internally and externally is carried out timely in accordance with Project requirements.
- Identify and make recommendations as to areas for improvement in procedures to remove unnecessary bureaucracy yet maintain efficient, cost effective, Internal Controls.
Requirements
EXPERIENCE AND QUALIFICATIONS
Qualifications - Expert with various proprietary project management and planning computing systems.
Experience - At least 10 - 15 years oil industry cost function, including significant experience on large multi-national and multi-location projects.
Significant experience in schedule analysis and procedures such as:
- Decision and Risk Analysis (D &RA)
- Experience and thorough knowledge of Work Breakdown Structures (WBS)
- Familiarity with performing critical path method (CPM) analysis, variance analyses, float analysis and schedule trending
- Schedule development, management and change control, claim defense, engineering and construction methods, commissioning and start up planning, critical path and trending analysis and high profile presentations.
This position requires excellent inter-personal and communications and writing skills, a thorough understanding of planning and scheduling in major projects, together with a good general knowledge of the full range of project activities in both Upstream and Offshore.
- An ability to liaise effectively at all organizational levels and to represent the Project on Planning related matters.
- Ability to cope in a positive and productive manner within a high-pressure environment as expected in the Project with an aggressive schedule.
- Extremely proficient in the use and interpretation of various project control software. e.g. Primavera, Artemis, ACLS, Livelink MS Access, D Base and application packages such as PowerPoint and VISIO would be beneficial although not mandatory.
- Ability to contribute effectively to the establishment of Policies, Plans, Procedures and working methods for a major Project in multiple international locations.
- Experience, ability and willingness to be a proactive influence to Project Management with regard to general Policies, Plans and Strategies in order to optimize Project execution.
- Good oral communication abilities and writing skills in the English language.
