Mexico realised a key goal in its landmark energy reforms this week as it awarded nine of its 11 opportunities in its first deep-water bid round, welcoming a diverse group of top-tier international operators into its oil and gas sector.

The move was seen as a victory for both the government and state oil company Pemex, which had staked future business plans on the ability to attract partners to help bring new investment and technology in the face of declining production from historic fields such as Cantarell.
