Obtaining the go-ahead from a liberal and green-tinged Prime Minister Justin Trudeau gives the move extra significance.
And it comes just as another big and controversial transport scheme, the Dakota Access Pipeline, has stalled south of Canada’s border.
The US Army Corps of Engineers has declined to issue permits for a section to be built close to the Standing Rock Sioux Reservation, where there have been heavy protests against it.
