China’s Offshore Oil Engineering Company (COOEC) is in pole position for a major prize covering front-end engineering and design work on the Kingfisher field development in Block 3 onshore Uganda.
Industry officials said COOEC, in partnership with Petroleum Exploration and Development Research Institute, a unit of Sinopec Jianghan Oilfield, has emerged as the front runner for the FEED job being offered by its parent company China National Offshore Oil Corporation (CNOOC) after offering the lowest commercial bid among 10 bidders.
