The various agreements cover Libya, Iran and Iraqi Kurdistan and may involve several hundred thousand barrels of crude per day.
The Russian initiative coincides with what appears to be growing Russian political and military involvement in the region, particularly directly in the Syrian civil war and indirectly in the Libyan civil war.
Rosneft said this week it has signed a deal to pre-finance crude exports from Iraqi Kurdistan.
