The paradox of Mexican state oil company Pemex is that its reserves replacement is seriously lagging production while it is sitting on some of the world's last untapped sources of oil in the Gulf of Mexico.
It is worrying that, for every 10 barrels of oil that Pemex pumps to the surface, the company is able to find only four new barrels of crude.
