Timor-Leste’s national petroleum regulator has been at the forefront of the development of the country’s upstream sector since its inception more than eight years ago, and Gualdino da Silva has been its president all that time.
Eight years ago, the upstream sector was in its infancy, notwithstanding the speed and efficiency of the country’s first administration under former Prime Minister Mari Alkatiri in establishing the initial regulatory and fiscal settings for the sector.
