MISC is said to have the edge on two rival Malaysian companies, EA Technique and a subsidiary of Perisai Petroleum.
Contract award is slated for mid-November while the vessel is due to be delivered by late 2016.
At least five companies originally expressed interest in the contract, with Bumi Armada and M3nergy cited as other contenders.
Commercial bids are said to be in the range of $100 million to $150 million for the tender, sources said.
