Nocal boss calls for reform before round

LIBERIAN National oil company (Nocal) chief executive Randolph McClain has suggested that no new licensing round will take place in the country until fresh laws are enacted to reform both upstream and downstream sectors.

However, he said that he hopes a formal exercise can be conducted before mid-2013.

Whereas earlier moves towards reform were centred outside of Nocal, McClain now insists that Nocal is leading the process, coordinating an extensive governance reform programme alongside an interministerial committee to determine government take, local content provision and state participation.

However, local observers have criticised President Ellen Sirleaf Johnson for elevating her son Robert Sirleaf to an influential advisory role and then two months ago appointing him as chairman of the Nocal board. The new policy will emerge before Cabinet…
