Chief executive Vagit Alekperov told the Financial Times that the present system whereby only state-run companies such as Gazprom and Rosneft are awarded acreage rights in the Arctic had “yielded no results” and would soon be abolished by president-elect Vladimir Putin.

“[Putin] understands that we have to resolve this issue. State companies take the licences and do nothing with them,” he said, adding that Putin was firmly in favour of change.
