Indian pair battle over KG finds

Reliance Natural Resources (RNR) has invoked India’s Right to Information Act to seek details about Reliance Industry’s gas discovery in Block D6 of the Krishna-Godavari basin, Indian media reported today.

In an Right to Information application to the petroleum ministry, RNR has asked the government to furnish “file noting/recall recommendations related to the development plans and addendum” for the deep-water Block KG-D6 submitted by RI and its partner Niko Resources to the upstream regulator.

The move comes as Reliance Industries and RNR continue a legal battle over the legitimacy of a gas contract signed between the pair.

Reliance Industries, which is scheduled to enter the gas market by June 2008, recently invited for price bids from potential customers.

The applicant has also asked the government to furnish “final approval letters for the development plan”.

The applicant, Neha Seshadri, has requested the government to send the information to RNR at Reliance Energy Centre, in Mumbai.

RIL’s field development plan, which had initially pegged the cost of developing the K-G basin block at $2.5 billion, revised the figure in end-2006 to $5.2 billion.

RNR also sought information on addendum to the development plan for the block and details of the approval accorded to the plan by the upstream regulator Director General of Hydrocarbons.

The company has also requested the government to provide clarifications and queries raised by the ministry and DGH with respect to the plan submitted by Reliance Industries.

The application also demands details of replies furnished by the operator to the government, the Economic Times newspaper reported.
