BP has revealed plans to appoint an independent panel to review the safety management systems and corporate safety culture of BP Products North America, the subsidiary responsible for its US refining operations.
The move comes in part in response to a recommendation made by the US Chemical Safety and Hazard Investigation Board (CSB), which is investigating the 23 March explosion at the company's Texas City refinery.
The blast, which took place during the restart of an octane-enhancing unit, killed 15 workers.
The recommendation by the regulators was the first of its kind in CSB's eight-year history.
BP's boss, John Browne, said the panel would be headed by an external chairperson and would include outside safety experts and BP staff representatives.
"We will move speedily to appoint an independent panel and offer it every help to do its job. When it reports, we will act with equal speed to deal with its recommendations," Browne said.
Browne said the panel would cover the company's five US refineries and that its findings would be made public.
