By Upstream staff

Federal investigators plan to issue new safety recommendations and preliminary findings from the probe into the fatal explosion at BP's Texas City refinery in 2005.

The US Chemical Safety & Hazard Investigation Board said the findings and recommendations would be issued at a news conference on Tuesday in Houston.

Fifteen workers were killed and 170 people were injured on 23 March 2005, when a cloud of hydrocarbon vapour exploded near an octane unit at the refinery in Texas City, Texas.
