The Polish Treasury has urged majority state-owned refiner Lotos to transform itself into an integrated energy player to boost its prospects of gaining a buyer.

Poland owns a 53% stake in Lotos, the country's second-largest refiner after PKN Orlen with an 8.2% market share.

The Gdansk-based company was slated for privatisation last year, but the process collapsed after no bids were received.

"I view the 10+ (refining capacity expansion) programme as a success, but (also) ... as a prelude to the construction of a strong oil corporation," Budzanowski was quoted as saying, according to Reuters.

"Now it's time for further challenges, such as the expansion of the portfolio of upstream assets and the retail segment," he said.
