Prospects for a resumption of exploration activity in south-eastern Ethiopia's Ogaden basin received another blow today when an ethnic Somali separatist group threatened further attacks on companies attempting to conduct seismic or drilling operations.
The last assault earlier this month by the Ogaden National Liberation Front (ONLF) on Sinopec unit Zhongyuan Petroleum Exploration Bureau, which was drilling a well for Hongkong-based operator Southwest Energy, left scores of military personnel dead. Six Chinese nationals were kidnapped and later released.
In an emailed statement to Upstream, the ONLF's London representative said its "policy is not to allow any oil exploration to take place in the Ogaden unless there is a comprehensive political settlement to the Ogaden issue".
The ONLF has long agitated for autonomy, claiming the government's heavy-handedness and refusal to negotiate has reinforced secessionist sentiment in the Somali population.
The group, which has mounted an increasingly bloody insurgency against the Addis Ababa regime for two decades, also claimed that Ethiopian government is not in effective control of thecountry's Somali-dominated south-east and is therefore "not in a position to enter into contracts with foreign oil companies".
The ONLF further accused the Ethiopian government of forcefully removing civilians to establish a extensive security zone in the area in which Southwest, Pexco, Sweden's Lundin Oil and Petronas hold acreage.
"It is the same pattern in other places where (the government wants) to search for oil. Our citizens are removed without compensation and arrested if they protest. This is not acceptable to us and will not be allowed to continue."
