Prime Minister Hazem el-Beblawi announced in a televised address that the whole cabinet is to leave.
"Today the cabinet took a decision to offer its resignation to the president of the republic," Beblawi said. No reason was given for the disbanding of the cabinet.
The al-Ahram newspaper said Housing Minister Ibrahim Mihlib was expected to succeed Beblawi.
The decision was taken after a cabinet meeting held on Monday. That meeting was said to have been attended by Defence Mininster and head of the armed forces, Abdel-Fattah el-Sisi.
It has been reported that Sisi intends to run for election as president.
