The Freeport LNG Development group is to file for state and federal permits before the end of March to double capacity from the facility, which began construction today.

ConocoPhillips and Dow Chemical have contracted for the 1.5 billion cubic feet of long-term natural gas capacity in the project's initial phase. ConocoPhillips has bought 1 billion cubic feet of capacity per day, with Dow taking 500 million cubic feet per day.

ConocoPhillips has an option for 500 million cubic feet of capacity in the second phase. A Mitsubishi subsidiary has contracted for 150 million cubic feet per day starting in 2009, with an option for 100 million cubic feet more.

Site preparation began today for the construction of the terminal at a yard located south of Houston in Quintana, Texas.

The facility is expected to begin receiving gas in January 2008, Reuters reported.
