"Quite simply in a world of very cheap coal and falling costs for renewables, because that is what is happening, it's difficult for gas to compete," Maria van der Hoeven told the World Gas Conference in Paris.
"In those jurisdictions with weak climate policies, coal remains the fuel of choice and in the jurisdictions with stronger climate policies, renewables take over."
