The Campos basin was for many decades Brazil’s main production cluster, with state-controlled company Petrobras pumping hydrocarbons at a strong rate from numerous shallow-water and deep-water fields.

However, a lack of investments and a gradual shift of focus to assets with higher productivity in the prolific Santos basin pre-salt province caused output in Campos to slip to its lowest level in more than 20 years.
