“The PAN proposal is revolutionary,” said Gabriel Salinas, an energy lawyer at Mayer Brown in Houston.

“It is proposing an opening in the upstream, midstream and downstream as well as the power sector.”

The sweeping reform bill, penned by the party that failed to implement a more ambitious reform during then-president Felipe Calderon’s rule of Mexico in 2008, seeks to jump-start the country’s energy sector by opening the floodgates for long-sought reform.
