The bill, signed into law by President Barack Obama, extends oil and gas pipeline activities at the Pipeline & Hazardous Materials Safety Administration (PHMSA) through to 2019 while giving regulators new emergency authority.
According to Marie Therese Dominguez, PHMSA administrator, the law gives the agency a means to address industry-wide safety concerns through emergency orders. The PIPES Act also increases federal and state oversight.
