The Federal Energy Regulatory Commission (Ferc) also ordered BP to pay $207,169 in "unjust profits" to the Houston Ship Channel. It also denied BP's request for a rehearing.
"We find the violation here to have been very serious," the commission wrote in its order issued Monday.
"BP manipulated the market to profit from a natural disaster, and it did not stop after a trade or two but rather kept the scheme going for nearly three months."
