The mega-project was given the green light on Tuesday by the federal Cabinet led by Prime Minister Justin Trudeau with 190 conditions, most significantly a plan to cut the plant's direct emissions by 20% from the Canadian Environmental Assessment Agency (CEAA)'s estimate it would emit 5.3 million tonnes per annum.
