In a Thursday announcement, the federal regulator said the 1.1-billion-barrel-per-day project application is officially complete and the public hearing process will begin in August.
Environment and Climate Change Canada will also begin its assessment of the upstream greenhouse gas (GHG) emissions associated with the project.
This is the first major review the NEB has launched since the federal Liberal government was elected in November 2015.
