Mick Kraly, Chevron's general manager of facilities engineering, told a lunchtime audience at the Offshore Technology Conference in Houston on Tuesday that the company has found a lack of "technical competencies" in some of its major development projects.
"When you take that engineering competency into the supply chain, which is complex - into fabrication, construction, pre-commissioning and start up - all across that value chain of a project, we're finding that we lack the depth of really having the competencies that we need," Kraly said.
