Upstream sources said both SBM Offshore and Technip have recently begun full front-end engineering and design work for the planned facility.

SBM is said to be working on a semi-submersible unit, while Technip has offered Anadarko a spar-based solution for Shenandoah.

One informed source described SBM and Technip as working on "competing FEEDs". Anadarko is fully funding the current work, which "can be stopped anytime", the source said.
