The agreement stems from 2008, when former Gjoa development operator StatoilHydro signed a deal with Sogn & Fjordane and local energy companies pledging to pay for a deep-water quay, a power line and a transformer station in order for regional politicians to withdraw a complaint that could have delayed the project.
At the time, some members of parliament and academia criticised the deal as blackmail bordering on political corruption.
