The Scherpa fire had moved beyond the facility by Thursday morning and crews were attending to "hot spots" in the area, Santa Barbara County emergency manager Elsa Arndt said.
ExxonMobil had evacuated non-essential personnel from the facility, which lies about 15 miles west of the city of Santa Barbara. The plant processes crude from the Hondo, Pescado and Sacate fields.
Crude processed at the plant is pumped into a pipeline system operated by Plains All American.
