Before implementing Project Fix-It, the 105 wells in the Permian Production Unit had winter shut-in rates of 12%, mostly due to hydrates and winterisation issues, and compressor run times were at 75%. Following Project Fix-It, the Permian unit had improved its winter shut-in rates to 3% and increased its compressor run times to 90%.

West Texas can get cold at night, and hydrates can form when temperatures drop below 70 degrees Fahrenheit (21 degrees Celsius), which can cause problems for the surface facilities.
