Total and Russian independent Novatek are sinking $27 billion between them to the LNG project in the Russian Arctic, which is to start producing in 2017 and eventually yield 1.5 million tonnes a year of LNG.

Questions arose arose after one of Novatek's largest shareholders, Gennady Timchenko, was targeted by US sanctions.

The sanctions prevent Americans from doing business with Russian individuals, although business with the companies in which the sanctioned individuals have minority stakes is permitted.
