ND unveils plans for $4bn NGL plant

North Dakota on Monday unveiled plans to build a $4 billion natural-gas liquids plant to convert ethane to polyethylene, a step aimed at better utilising gas resources and cutting flaring in the prolific but oil-dominant play.
