Senior officials from the two sides have been negotiating in Vienna almost non-stop since last week, after missing an earlier self-imposed deadline of 30 June.
A fresh deadline of 7 July was also missed, with both sides saying they would carry on until an agreement was finalised.
However, US and other officials in the Austrian capital indicated that 9 July would be treated as an informal deadline.
