The New York Department of Environmental Conservation rejected water quality permits needed to build the Constitution pipeline, killing what was seen as a vital outlet to move natural gas out of the Appalachian basin.
Once complete, the 124-mile (199-kilometre) pipeline will carry about 650 million cubic feet of natural gas per day from Pennsylvania to Scoharie County, New York, where it will hook into the existing Iroquois Gas Transmission and Tennessee Gas Pipeline systems.
