The Territory government said the new measures meant it would not grant acreage release and exploration permits where there was a land use conflict.
This will include urban living areas, including rural residential areas, as well as areas of intensive agriculture such as melon farms, mango orchards and aquaculture operations.
Areas deemed to be of high ecological value will also be off limits, as will areas of cultural significance and areas that include assets of strategic importance to nearby residential areas.
