The rules allow state regulators to require additional safeguards if drilling takes place near public resources including schools and playgrounds.
In addition, operators are required to replace or restore drinking water supplies that becomes tainted by oil and gas activity. Operators must also submit drilling data electronically.
The rules update current regulations, which were last revised in 2001 -- well ahead of the Marcellus shale boom.
