The UK explorer is entering one block with Dana Petroleum and Petroceltic International through the deal, which has both cash and shares elements.
It is also getting a foothold in a producing asset where Kuwait Energy is the operator.
Rockhopper is buying Beach Petroleum (Egypt), which will give it a 22% stake in the Abu Sennan producing concession and a 25% share in the El Qa'a Plain concession, which is prospective for oil.
