While Scotland does not currently control oil and gas licensing, onshore oil and gas is among the areas where additional powers are due to be transferred to Edinburgh from London under the devolution settlement agreed following the rejection of the Scottish independence referendum.
Scottish Energy Minister Fergus Ewing told the Scottish Parliament he has written to UK Energy Secretary Ed Davey requesting that the UK Government does not issue further licences in Scotland.
