Only employees who work in the Anglo-Dutch supermajor's trading division will remain at the company's downtown offices.
The rest will be relocated to the company's Woodcreek Complex and the Shell Technology Centre in the city's Energy Corridor.
The changes are set to go into effect in the first quarter of 2017.
In February, Shell put 350,000 square feet of its space up for lease at the 50-story One Shell Plaza office tower in downtown Houston.
