A New Orleans judge on Friday dismissed charges that the contractors and employees Don Moss and Curtis Dantin had failed to make proper pre-work inspections leading up to the November 2012 blast. Such violations could warrant felony charges under the Outer Continental Shelf Land Act (OCSLA).
