East Timor has proposed a "creative solution" to outstanding Timor Sea issues under which formal sea boundary negotiations would be put on hold for an extended period of time.
Under East Timor's proposal, both countries would work together to exploit the Timor Sea petroleum resources, maintaining East Timor's 90% take of royalties from the two countries' shared joint petroleum development area (JPDA), which has two producing fields Bayu/Undan and Elang/Kakatua.
