Speaking at an energy conference in the oil-rich state of North Dakota, Trump included a variety of oil-related talking points in what was largely a campaign speech against Hillary Clinton, his likely rival for the White House.
"The government should not pick winners and losers. Instead, it should remove obstacles to exploration," Trump said. "The federal government should get out of the way."
