The controversial appropriations bill gives the agencies $32.1 billion in funding. The amount is $1 billion less than what President Barack Obama had requested, and he has threatened to veto the bill should it make it to his desk.
The bill was the subject of attention recently as lawmakers tried to attach nearly 150 amendments to it, including motions to block funding for a well control rule, offshore assurance rules,studying offshore drilling in the eastern Gulf of Mexico, and Pacific offshore fracking.
