In a Tuesday ruling, US District Judge Michael FitzGerald said the US Bureau of Land Management (BLM) failed to take a "hard look" at the impacts that oil and gas activity, especially hydraulic fracturing, could have on the environment if the land located in California's Central Valley were opened up for development.

FitzGerald has given the BLM, which administers public lands in the US, until 21 September to argue why he should not issue an injunction to stop the plan completely.
