US regulator to report on failed Kulluk tow

The National Transportation Safety Board (NTSB) of the US will on Thursday issue a report on its investigation into the grounding of Shell's Kulluk rig, an event that capped the Anglo-Dutch supermajor's error-filled 2012 Arctic drilling campaign off Alaska.
