German player VNG is aiming to sanction its Pil & Bue subsea oil development in the Norwegian Sea before the end of this year.
The operator revealed the target after passing the second decision phase in the project, which was a formal decision with its partners to continue with the project in PL 586.
A final investment decision would represent the third phase.
