A state of emergency has been declared in the Indonesian oil town of Balikpapan in East Kalimantan province after an oil leak and subsequent fire killed at least four people, writes Amanda Battersby.

The oil slick is now more than four kilometres long and has spread into the Makassar Strait from Balikpapan Bay.

Balikpapan city secretary M N Fadli said: “I may sound like I'm exaggerating but the state of the bay is like that of a gas station."
