President Michel Temer has appointed close political ally Wellington Moreira Franco as Brazil’s Mines & Energy Minister, in a move that has met a mixed reception, writes Gareth Chetwynd.

Moreira Franco’s appointment was part of a broader Cabinet reshuffle ahead of October elections. Brazilian election rules require candidates to resign any executive posts seven months before votes are cast.

Previous energy minister Fernando Coelho Filho declared his intention to run as a federal deputy for his home state of Pernambuco.
