The Northern Territory government pulled out of a proposed deal earlier this month which would have seen it supply 300 petajoules of gas to the refinery, which is owned by Rio subsidiary Pacific Aluminium.
It is instead proposing to supply 195PJ of gas which would see the refinery operate on a mix of gas and heavy fuel oil while it searches for alternative gas supplies.
