Mexico’s licensing plans became clearer when Pemex’s acting upstream director Gustavo Hernandez and assistant hydrocarbons secretary Maria de Lourdes Melgar hosted a webcast to clarify aspects of Mexico’s energy reforms, the implementing legislation for which is still in the congressional pipeline.

Pemex had been given 90 days to prepare and submit its requests for acreage the company hopes to retain as Mexico makes the transition to an open oil sector, although some of this will be farmed out to partners and investors depending on demands for capital and technology.
