The stay motion comes after international relief and development organisation Oxfam America filed a separate motion this week to intervene in a lawsuit brought by the American Petroleum Institute and others that could halt the implementation of the disclosure law.

The law, known as Section 1504, or the Cardin-Lugar Amendment of the Dodd-Frank Act, requires oil, gas and mining companies to disclose payments of more than $100,000 made to foreign governments.
